Garou is one of those systems that has a wild incongruity of tone at its very core. What are we playing here? Furry eco-terrorists? Fuzzy superheroes? A dying race? Failed leaders? An already-lost war? A redemption story?
I'm aiming for something in the middle. Though Iceland is relatively peaceful, as far as Garou settings go, it is also a hard place to live. Garou have had moderate success in shaping the culture of the people on the island, because there are so few of them, and much of the island remains pristine. Its a hard place to have a family and raise kids, and with the isolation and freedom from corruption comes a stronger sense of tradition and reference to history.
This will not be a gritty, super dangerous campaign by any means, but neither should it be a frolic through the daisies. Please keep this in mind while creating characters. The focus on the Umbra and the pure nature of spirits in Iceland might mean that the story of these PCs becomes an epic tale of magic, mystery, and exploration.
