I have installed a nice little dice roller into the game. It should be in your full post editor, next to the smilies and embedding code buttons. It will roll d10s. These results cannot be tampered with by editting. You just press the button for the number of dice you have to roll.
Players are generally allowed to roll their own minor things for fun and smoothness of RP. You may roll them in public (so others can see your dice pool), or roll them in your private forums and announce the number of successes in scene. STs generally check these things, and cheating only ruins the game for yourself. Just don't do it.
If you have any reason to want something arbitrated by Storyteller, just ask. All major combats and other plot things should be handled by staff.
