So ... the Umbra is really confusing, and I have no idea how to map it out or explain it in any way that makes any kind of sense. So basically, as Garou, you can get into the Umbra. And the Umbra has planes a little like those in Planescape (for those who have played that). Most of what the Garou do in the Umbra takes place in the first, closest layer called the Penumbra. Unless otherwise specified, scenes 'in the Umbra' in game will be in the Penumbra. Travelling to other realms or planes or whatever you want to call them in the game will take considerably more effort (and danger!) But I am sure PCs will manage it, as this is one of the focuses of the game. That said, the books are very bad and very contradictory in describing how that works or how that happens, so instead I'm going to abstract a lot of it to a case-by-case-what-your-character-is-doing basis. No need to quote how it works, Storyteller will do as they please anyway. I think this will lend itself to the magical, illogical, dream like quality of the place anyway. What works for one person may not work for another. And to be honest, the best way to navigate any of it is to recruit the help of the things that live there - namely, the spirits.
